Connelly was appointed Governor in 1861 and was not reappointed when his term ended in 1866. Connelly held several public offices in New Mexico prior to becoming Governor and also acted as an intermediary between Stephen Watts Kearny and Governor Manuel Armijo in negotiating the peaceful annexation of New Mexico by the United States in 1846.
